Announcement on Prequalification of The Solicitation of the Overall Urban Design Proposals for Central Park in the Changsha-Zhuzhou-Xiangtan Eco-green Center

湖南省自然资源厅作为主办单位，湖南省建筑设计院集团有限公司作为承办单位，北京科技园拍卖招标有限公司作为征集组织机构现举办“长株潭绿心中央公园总体城市设计方案征集”活动。本次方案征集活动将公开邀请具有相关规划设计经验的设计机构前来申请应征，提交资格预审申请文件（以下简称“申请文件”）。通过资格预审选取5个应征人参加征集活动，并提交应征设计成果。

The Department of Natural Resources of Hunan Province as the Sponsor, Hunan Architectural Design Institute Limited Company as the Organizer, and Beijing Science Park Auction & Tender Co., Ltd. as the Organizer of Solicitation are now conducting "Solicitation of the Overall Urban Design Proposals for Central Park in the Changsha-Zhuzhou-Xiangtan Eco-green Center.” Design agencies worldwide with related planning and design experience are publicly invited to participate and submit the Application Documents for Prequalification (hereinafter referred to as Application Documents). The Sponsor will select five final applicants as Participants for solicitation of proposals and for them to further submit their design proposals for response.

1. 项目概况

1. Project Brief

1.1项目背景：习近平总书记考察湖南时指出：“建立生态绿心是保值、增值的，是长株潭和其他城市群的一个重要区别，湖南保护好这个生态绿心，50年后将在全国、全世界都有重要影响”。省委、省政府高度重视，相继发布《长株潭城市群生态绿心地区总体规划（2010-2030）》（以下简称《绿心总规》）和《湖南省长株潭城市群生态绿心地区保护条例》（以下简称《绿心条例》），为绿心科学保护提供了规划和法律保障。在今年全国人大通过的《中华人民共和国国民经济和社会发展第十四个五年规划和2035年远景目标纲要》中，“长株潭都市圈”已经上升为国家战略，湖南省发布的《长株潭一体化2021年三十大标志工程名单》中，长株潭绿心中央公园作为重点工程纳入其中，省委省政府多次召开专题会议进行部署，对相关相求进行明确。2021年8月18日湖南省国土空间规划委员会第一次全体会议召开，审议通过了《长株潭绿心中央公园总体城市设计》设计要点。按照“国际视野、国内顶尖”、“前期科学谋划、后期实质推进”的总体要求，集思广益，博采众长，汇集智慧，面向全球公开邀请国内外具有丰富的城市规划、城市设计、建筑设计和风景园林设计经验的规划设计机构，开展“长株潭绿心中央公园总体城市设计方案征集”活动。

1.1 Project Background: During his inspection in Hunan, General Secretary Xi Jinping pointed out, “The establishment of Eco-green Center is to maintain and increase value. It is an important difference between Changsha-Zhuzhou-Xiangtan and any other urban cluster. Hunan's protection of this Eco-green Center will have an important impact on the whole country and even the whole world in the upcoming 50 years.” The provincial Party committee and the provincial government have attached great importance to this and successively issued the Master Plan for the Eco-green Center of Changsha-Zhuzhou-Xiangtan Urban Clusters (2010-2030) (hereinafter referred to as the Green Core Master Plan) and the Regulations on the Protection of the Eco-green Center of Changsha-Zhuzhou-Xiangtan Urban Clusters in Hunan Province (hereinafter referred to as the Green Core Regulations), providing planning and legal guarantee for the scientific protection of the Eco-green Center. In the Fourteenth Five-Year Plan for National Economic and Social Development and the Long-term Goals for 2035 adopted by the National People's Congress this year, the "Changsha-Zhuzhou-Xiangtan Metropolitan Area" has been elevated to a national strategy. In the List of Top 30 Landmark Projects of Changsha-Zhuzhou-Xiangtan Integration in 2021 released by Hunan provincial government this year, the Central Park in the Changsha-Zhuzhou-Xiangtan Eco-green Center was included as a key project. The provincial Party committee and the provincial government held several special meetings to make arrangements and clarify the relevant requirements. On August 18, 2021, the first plenary meeting of the Hunan Provincial Land and Space Planning Committee was held to deliberate and approve the key points of the Overall Urban Design for Central Park in the Changsha-Zhuzhou-Xiangtan Eco-green Center. In accordance with the overall requirements of "international vision with domestic leadership," and "preliminary scientific planning with subsequent substantive advancement," we will draw on collective wisdom and absorb all useful ideas, learn widely from others' strong points, pool wisdom, publicly invite planning and design institutions worldwide with rich experience in urban planning, urban design, architectural design, and landscape design, and launch the “Solicitation of the Overall Urban Design Proposals for Central Park in the Changsha-Zhuzhou-Xiangtan Eco-green Center.”

1.2基本目标：贯彻习近平生态文明思想，落实习总书记对绿心的重要嘱托，以“彰显生态文明、展现绿色生态、体现湖湘特色、提升城市品质，最终打造世界精品工程”为目标导向，围绕“保值增值”，按照“湖湘特色、国内领先、世界影响”的总体目标，将长株潭绿心中央公园打造成“具有世界影响的城市群生态绿心、彰显湖湘特色的长株潭中央客厅、人民美好生活的高品质共享空间”。以“保护优先、实事求是” 为基本原则，坚持“绿色本底、创新引领、协调融合、开放通达、共享生态”的规划理念。以绿为底色，以山为风骨，以河为脉络，以田为瑰宝，以湖为灵韵，构建“山水林田湖草沙”的生命共同体和“生态、生产、生活”的“三生”融合空间，力促“山水精华、田园风光、共建共享、多彩呈现”。

1.2 Basic goal: To implement Xi Jinping’s thoughts on ecological civilization, fulfill the important entrustment of the General Secretary on the Eco-green Center, work towards the goal of "highlighting ecological civilization, showcasing green ecology, reflecting Hunan characteristics, improving urban quality, and ultimately creating a world-class high-quality project,” focus on "maintaining and increasing value," and in accordance with the overall goal of "Hunan characteristics, domestic leadership, and global influence," we will build the Central Park in the Changsha-Zhuzhou-Xiangtan Eco-green Center into an "ecological green core area of urban clusters with global influence, a central club of Changsha-Zhuzhou-Xiangtan highlighting Hunan characteristics, and a high-quality shared space for people to live a better life.” Based on the basic principle of "giving priority to protection and seeking truth from facts," we will adhere to the planning concept of "green background, innovative leadership, coordination and integration, open access, and shared ecology.” Taking green as the background, mountains as the backbones, rivers as the veins, fields as treasures, and lakes as spiritual charms, we will construct a life community of "mountains, rivers, forests, fields, lakes, grasses and sands" and an integrated space of "ecology, production, and life," in an effort to promote "the essence of landscapes, pastoral scenery, co-construction and sharing, and colorful presentation.”

1.3项目名称：长株潭绿心中央公园总体城市设计方案征集

1.3 Project name: The Solicitation of the Overall Urban Design Proposals for Central Park in the Changsha-Zhuzhou-Xiangtan Eco-green Center

1.4项目位置：位于湖南省长沙市、株洲市、湘潭市三市结合部的生态绿心地区，是处于长株潭都市圈核心位置的中央公园。包含1个风景名胜区和3个森林公园，分别为昭山风景名胜区、石燕湖森林公园、昭山森林公园、九郎山森林公园。区位及交通条件优越，距长沙黄花机场10公里，距长沙南站、湘潭北站、株洲西站均在6公里左右，内部有京港澳高速、沪昆高速、107国道、320国道等穿过。

1.4 Project location: Located in the ecological green core area at the junction of Changsha, Zhuzhou and Xiangtan in Hunan Province, it is a central park in the heart of the Changsha-Zhuzhou-Xiangtan Metropolitan Area. It includes one scenic area and three forest parks, namely Zhaoshan Scenic Area, Shiyan Lake Forest Park, Zhaoshan Forest Park, and Jiulang Mountain Forest Park. With superior location and traffic conditions, it is 10 kilometers away from Changsha Huanghua Airport, 6.0 kilometers away from Changsha South Railway Station, Xiangtan North Railway Station and Zhuzhou West Railway Station respectively. Beijing-Hong Kong-Macao Expressway, Shanghai-Kunming Expressway, National Highway 107, and National Highway 320 run through it.

1.5规划范围：规划范围分为长株潭绿心中央公园和邻园片区两个部分，总面积604.82平方公里，其中：

1.5 Planning scope: The planned scope is divided into two parts, namely the Central Park in the Changsha-Zhuzhou-Xiangtan Eco-green Center and the adjacent area, with a total area of 604.82 square kilometers, of which:

(1) 长株潭绿心中央公园范围，全部位于《长株潭城市群生态绿心地区总体规划（2010-2030）》确定的边界范围内，总面积约391.17平方公里，控制建设区面积为15.25平方公里，其中城镇建设用地面积约12.35平方公里，村庄建设用地现状面积约35平方公里，关注生态品质和价值提升，注重景观建设与主题产品策划。

(1) The Central Park in the Changsha-Zhuzhou-Xiangtan Eco-green Center is totally within the boundaries identified by the Master Plan for the Eco-green Center of Changsha-Zhuzhou-Xiangtan Urban Clusters (2010-2030), with a total area of approximately 391.17 square kilometers, and a controlled construction area of 15.25 square kilometers, of which the urban construction land area is about 12.35 square kilometers, and the current area of village construction land is about 35 square kilometers. We will pay attention to ecological quality and value enhancement, and focus on landscape construction and thematic product planning.

(2) 邻园片区范围，总面积约213.65平方公里，其中位于《长株潭城市群生态绿心地区总体规划（2010-2030）》确定的边界范围内的有137.15平方公里，位于《长株潭城市群生态绿心地区总体规划（2010-2030）》确定的边界范围外的有76.50平方公里。邻园片区城镇建设用地面积约40平方公里，村庄建设用地面积约12平方公里，侧重与长株潭绿心中央公园的风貌协调、空间融合引导等要求。

(2) The adjacent area covers a total of 213.65 square kilometers, of which 137.15 square kilometers are located within the boundary identified by the Master Plan for the Eco-green Center of Changsha-Zhuzhou-Xiangtan Urban Clusters (2010-2030), and 76.50 square kilometers outside the boundary identified by the Master Plan. The urban construction land in the adjacent area covers approximately 40 square kilometers, and the village construction land covers approximately 12 square kilometers, focusing on such requirements as coordination with the style and appearance of the Central Park in the Changsha-Zhuzhou-Xiangtan Eco-green Center, and the space integration guidance.

(3) 重点区域（含启动区）范围，初步拟定2~3个省级重点区域范围，设计范围总面积约20平方公里左右。注重对重要节点、地标性建筑等提出详实的空间设计、建筑设计指引等中微观设计内容。

(3) As for the scope of key areas (including the Boot Area), two or three provincial key areas are preliminarily proposed, with a total designed area of about 20 square kilometers. Focus on the detailed spatial design, architectural design guidelines and other medium and micro design content for important nodes and landmark buildings.

1.6设计任务：本次征集活动分为两阶段开展，第一阶段的征集设计任务为中央公园及邻园片区总体城市设计。第二阶段的设计任务为中央公园及邻园片区总体城市设计方案深化和重点区域（含启动区）详细设计。具体的设计内容以长株潭绿心中央公园总体城市设计方案征集文件为准。

1.6 Design task: The solicitation activity is divided into two stages. The first stage is the overall urban design of the Central Park and the adjacent area. The design task of the second stage is the deepening of the overall urban design proposals of the Central Park and adjacent area and the detailed design of key areas (including the Boot Area). The specific design content is subject to the solicitation documents of the Overall Urban Design Proposals for Central Park in the Changsha-Zhuzhou-Xiangtan Eco-green Center.

4.  应征申请人的资格

4. Eligibility and Qualifications of Applicants     

4.1应征申请人（以下简称“申请人”）应为合法注册的法人实体或由合法注册的法人实体组成的项目联合体。

4.1 The participating applicant (hereinafter referred to as the “Applicant”) shall be a legal entity that has been legally incorporated in accordance with laws or a project consortium composed of legal entities that have been legally incorporated in accordance with laws;

4.2申请人应具有城乡规划或建筑设计或风景园林设计的相应资质或资格。

4.2 Applicants should have relevant qualifications for urban and rural planning, or architectural design, or landscape design.

4.2.1中华人民共和国境内的申请人应具有城乡规划编制甲级或建筑行业（建筑工程）设计甲级或风景园林工程设计专项甲级及以上资质。

4.2.1 Applicants within the People's Republic of China should have Class A qualifications for the formulation of urban and rural planning or Class A qualifications for the architectural industry (architectural engineering) design or Class A qualifications for the special landscape engineering design or higher.

4.2.2中华人民共和国境外的申请人须依所在国或所在地区的管理规定具有城市规划或建筑设计或风景园林设计的执业许可或经营许可。港澳台设计机构的资格要求参照境外设计机构资格要求的规定。

4.2.2 The Applicants outside the People's Republic of China should have a practice license or business license for urban planning or architectural design or landscape design in accordance with the national or local administrative regulations. The qualification requirements for design agencies in Hong Kong, Macao and Taiwan should refer to the provisions on the qualification requirements for overseas design agencies.

4.3 中华人民共和国境外的应征申请人（包括港澳台的申请人）须与境内的申请人组成联合体应征。

4.3 Any applicant outside the People's Republic of China (including those in Hong Kong, Macao and Taiwan) shall form a Consortium with an applicant inside the People's Republic of China before participating.

4.4申请人应具有与本项目的功能性质相类似的规划设计经验。

4.4 Applicants should have experience in planning and design similar to the functional nature of this Project.

4.5 本项目接受联合体应征，联合体成员（含牵头方）数量不超过3家。

4.5 This Project accepts applications from Consortia, and the number of partners in each consortium (including the lead party) shall not exceed three.

4.6 除联合体内部的成员外，参加征集的应征人之间不应存在关联关系。

4.6 Except for partners of a Consortium, the Participants in the solicitation shall not constitute or bear any affiliations.

主办单位鼓励全国工程勘察设计大师、院士、知名设计师组建团队参加征集活动。通过资格预审的申请人或联合体申请人的首席规划师、首席建筑师、首席景观设计师，需要出席征集各个重要阶段的汇报会议（因疫情防控等特殊要求除外）。

The Sponsor encourages national engineering survey and design masters, academicians, and renowned designers to form teams to participate in the solicitation. The chief planners, chief architects, and chief landscape architects of the Applicants or Consortia who have passed the prequalification should attend the reporting meeting at each important stage of the solicitation (except for special requirements such as epidemic prevention and control).

The prequalification documents for this project can be downloaded from the website of Beijing Science Park Auction &Tender Co., Ltd.

有意向参加应征的申请人需先在北京科技园拍卖招标有限公司网站（www.bkpmzb.com）下载资格预审文件领取登记表，填写完成后以Word版本E-mail至征集指定邮箱kjysanbu@163.com或递交至北京科技园拍卖招标有限公司，征集组织机构收到登记表后，再将资格预审文件的下载密码发送给申请人。

Applicants who intend to participate in the solicitation for design proposals must first download the registration form from the website of Beijing Science Park Auction & Tender Co., Ltd. (www.bkpmzb.com). After completing the registration form, applicants should email the Word version to kjysanbu@163.com or submit it to Beijing Science Park Auction & Tender Co., Ltd. After receiving the registration form, the Organizer of Solicitation will send the download password of the prequalification documents to the applicants.

获取资格预审文件的时间为2021年10月11日至2021年10月18日17:00 （中国北京时间，下同）。北京科技园拍卖招标有限公司网站将于2021年10月11日上午9:00开通。

The date for obtaining prequalification documents is from Monday, October 11, 2021 to 17:00 on Monday, October 18, 2021 (Beijing Time, the same below). The website of Beijing Science Park Auction & Tender Co., Ltd. will be open from 9:00 a.m. on October 11, 2021.

申请文件递交的截止时间为2021年10月29日中午12时00分，申请人应在递交截止时间之前将申请文件递交至征集组织机构。主办单位和征集组织机构将拒绝接收逾期送达的申请文件。

The deadline for submission of application documents is 12:00 noon on October 29, 2021, and applicants shall submit such documents to the Organizer of Solicitation before the deadline. The Sponsor and the Organizer of Solicitation will reject any application documents that arrive after the specified deadline.

8.1知识产权

8.1 Intellectual Property

8.1.1 本次方案征集活动中接收的所有有效的应征文件均不退回。

8.1.1 All valid response proposals received in this solicitation will not be returned.

8.1.2 应征规划设计文件和设计成果的知识产权由主办单位/承办单位与应征人共同享有。

8.1.2 The intellectual property rights of the Design Proposals and design results shall be commonly owned by the Sponsor/Organizer and the Participants.

8.1.3 应征人对其应征设计文件享有署名权，在征得主办单位书面同意后可通过传播媒介、专业杂志、书刊或其他形式评价、展示其应征设计文件的相关内容。除应征人的设计标准、设计导则和绘图元素以外，应征人不得将应征设计文件及设计成果用于其他的设计项目。

8.1.3 The Participant holds the right of authorship for its Design Proposal and can comment on and display such Design Proposals in the forms of media communications, trade magazines, publications among others after granted with the Sponsor’s consent in writing. Participant shall not use the design documents and Design Proposals on other design projects, except the Participant’s design standards, design guides and principles, and drawing elements.

8.1.4 应征人应保证提交的应征设计文件及设计成果在中国境内或境外没有且不会侵犯任何其他人的知识产权（包括但不限于著作权、专利权）或专有技术或商业秘密。应征人应保证，如果其应征设计文件使用或包含任何其他人的知识产权或专有技术或商业秘密，应征人应已经获得权利人的合法、有效、充分的授权。应征人因侵犯他人知识产权或专有技术或商业秘密所引起的全部赔偿责任应由应征人承担。

8.1.4 Participants shall ensure that all the submitted application documents and Design Proposals have not infringed upon and will not infringe upon IPR (including but not limited to copyright and patent right) or proprietary technologies or trade secrets of others within or outside the People’s Republic of China. Participants shall guarantee that if their Design Proposals use or include IPR or proprietary technologies or trade secrets of others, the Participants shall have already obtained legitimate, valid and sufficient authorization from the right holders. The Participants shall take all liabilities for any compensations arising from infringement upon IPRs or know-how or trade secrets of others.

8.1.5主办单位/承办单位有权在本项目的规划设计中使用应征人提交的规划设计成果，主办单位/承办单位在项目的规划设计中或在规划设计方案调整综合时可以全部或部分使用应征规划设计成果的内容，也可以对其进行修改。主办单位/承办单位不得将应征设计文件及设计成果用于本项目以外的其他项目。

8.1.5 The Sponsor/Organizer has the right to use the planning and design results submitted by the Participants in the planning and design of this Project. The Sponsor/Organizer is allowed to use the Design Proposals in whole or in part in the planning and design of this Project or the adjustment and integration of the planning and design proposals, and has the right to modify it. The Sponsor/Organizer shall not use the Design Proposals and design results for a purpose other than this Project.

8.1.6 主办单位/承办单位可以对所有应征设计文件及设计成果印刷、出版和展览，并可通过传播媒介、专业杂志、书刊或其他形式评价、展示、宣传应征设计文件及设计成果，但应注明设计机构的名称。

8.1.6 The Sponsor/Organizer can print, publish and exhibit all the application documents and Design Proposals, or comment on, display and publicize the application documents and Design Proposals via media communications, trade magazines, publications or by other means. The precondition is indication of the name of design institutions for such design.

8.2应征设计补偿金（以下简称“补偿金”）

8.2  Compensations for design proposals  (hereinafter referred to as “Compensations”)

第一阶段：主办单位/承办单位向未进入到第二阶段征集活动的2个应征人支付补偿金，金额为人民币80万元（含中国境内、外应缴纳的各项税费）。当应征人出现下列情况时，主办单位不予支付补偿金：

The first stage: The Sponsor/Organizer will pay compensations to the two Participants who have not entered the second stage of the solicitation. The amount is RMB 800,000 (including various taxes and fees payable within and outside China). In case of the following conditions, the Sponsor will not pay the compensations:

(1) 应征人未按规定时间提交应征文件；

 (1) Participants fail to submit the application documents within the specified time;

(2) 应征人提交的应征文件经专家委员会评审被认定为未对征集文件要求作出实质性响应；

 (2) The application documents submitted by Participants are judged, upon the review of the Committee of Experts, as not substantially responding to the requirements of the solicitation documents;

(3) 应征人被取消应征资格。

(3) Participants are disqualified.

8.3奖项和奖金

8.3 Awards and Prize

第一阶段：设优胜奖3名，获优胜奖的应征人须参加征集第二阶段的规划设计工作，并根据征集文件的要求进行中央公园及邻园片区总体城市设计方案深化和重点区域（含启动区）详细设计，提交方案深化设计成果。

The first stage: There will be three winning Participants. The Participants who win the awards should participate in the planning and design work of the second stage of the solicitation, deepen the overall urban design proposals of the Central Park and adjacent area and conduct detailed design of key areas (including the Boot Area) in accordance with the requirements of the solicitation documents, and submit the deepened design results.

第二阶段：通过对应征设计方案评审，选出排序第一、第二和第三的优胜设计方案。主办单位将向获得第一名优胜设计方案、第二名优胜设计方案和第三名优胜设计方案的应征人分别支付金额为人民币300万元、240万元、200万元的奖金（含中国境内、外应缴纳的各项税费）。

The second stage: Upon evaluation, the Sponsor will select the winning Design Proposals that rank first, second, and third. The Sponsor will pay 3.0 million yuan, 2.4 million yuan, and 2.0million yuan respectively to the Participants whose Design Proposals rank first, second, and third (including various taxes and fees payable within and outside China).

8.4征集后续工作

8.4 Follow-up work for the solicitation

主办单位视应征设计方案的可实施性等因素，可从获得优胜奖的应征人中选择参与后续方案综合的应征人，方案综合总费用为人民币200万元（含中国境内、外应缴纳的各项税费）。具体以主办单位最终决策为准。

Depending on the feasibility of the Design Proposals and other factors, the Sponsor may select Participants to participate in the follow-up proposal integration from the Participants who have won the awards. The total fees for proposal integration are RMB 2.0 million (including various taxes and fees payable within and outside China). The details are subject to the final decision of the Sponsor.

8.5适用法律

8.5 Governing Laws

本次征集活动本身及与本次活动相关的文件所适用的法律和法规仅为中华人民共和国的法律和法规。

The solicitation per se and any documents relating thereto shall be governed only by the laws and regulations of the People’s Republic of China.

8.6语言

8.6 Languages

资格预审文件以及与资格预审文件相关的补充文件和澄清文件均使用中文和英文书写。申请文件应使用中文书写，申请人随申请文件提供的证明文件和印刷品可以使用另一种语言，但应附中文译本。在中文与其他语言的意思表达不一致时，以中文为准。

The language used in the Prequalification Documents and any supplement and clarification documents thereto shall be Chinese and English. Application Documents shall be drafted in Chinese. Another language can be used for the proof documents that the Applicant provides along with the Application Documents and printed documents, but the version with Chinese translation shall be attached thereto. In the event of any discrepancy, Chinese shall prevail.

本次征集活动的最终解释权归主办单位。

The Sponsor reserves the power of final interpretation in view of the solicitation.
